The proposed Digital Omnibus, part of the European Data Union Strategy, aims to simplify and align key EU digital regulations such as the GDPR, AI Act, Data Governance Act, and Data Act. The initiative seeks to facilitate data availability for AI development while reinforcing Europe’s competitiveness in global data ecosystems. As the proposal is still under discussion, contributions from legal, technical, and business stakeholders remain essential.
Building on exchanges within the ACHILLES, DATAPACT, CERTAIN and ART-AI projects, this workshop promotes a cross-disciplinary dialogue on the practical implications of the Digital Omnibus. Discussions focus on how evolving legal requirements can be integrated into the design of trustworthy, secure, and efficient data ecosystems from the outset, while also addressing the challenges of translating legal safeguards into concrete technical solutions.
A key example concerns the GDPR proposal allowing the residual processing of sensitive data for AI development when appropriate privacy-by-design measures are implemented. This highlights the growing need for closer collaboration between legal and technical experts to ensure both compliance and innovation in future AI-driven data spaces.
